What: Discussion on how to best define membership and satisfactory participation.
 
Planning Considerations:  A name and contact included on the Member Report submitted to ASPR is considered an active HCC contributor.  This report is due in the first quarter of the fiscal year and is not limited to funded members. 
 
Current Mechanisms: A few mechanisms indicate satisfactory participation for quarterly performance indicators and contract requirements.  Public Health and Hospitals demonstrate this through quarterly performance measures.  EMS demonstrates this through the ECC (EMS Collaboration Committee) work/meeting minutes. Most performance indicators are tied to funding through the fiscal process to ensure contract requirements are met.  Partners recruited to serve as SMEs, discipline specific representatives, etc. are referred to as planning partners and are NOT tied to performance indicators (i.e. Area Agency on Aging, LTC, etc.).  The Healthcare Acquired Infection Coordinator is included under the funded hospital members.  The initial Member Report submitted last year was not approved until this change was made. 
 
My interpretation after changing the report last year: ASPR required roles must be listed with funded members. Thus, we are likely to see the same requirements for Clinical Advisor, etc.
 
Annual Opportunity for New Members(Core PH, Hospitals, and EMS): All (PH, Hospitals and EMS) are given opportunity for participation at year end/start of fiscal year.  Funded Members are those that sign the fiscal agreement and return the form to Tera Weets. 
 
Short Term Objectives:
    1. Review attached documents.
    2. Provide input regarding the layout of the Member Report.
    3. Update fiscal, by-laws, and definitions to potentially include clearly delineated "Tiers". 
    4. Review changes with Approval at May Face 2 Face Executive Committee Meeting.
    5. Share these with Brent Spear to see if we have ASPR approval for "Tier Level Membership". 
    6. Implement with Executive Committee Approval by July 1, 2020
